Zhou Fulin (1939-), an academician of the CAE Member, is an expert in engineering structure and earthquake disaster reduction. He is from Chaoyang County, Guangdong Province. I graduated with a bachelor's degree in Civil Engineering from Hunan University in 1963, and obtained a master's degree from the University of British Columbia in Canada in 1983. Formerly served as the Deputy Chief Engineer of the Fourth Design and Research Institute of the Ministry of Machinery Industry, and currently serves as the Director and Professor of the Engineering Seismic Research Center at Guangzhou University. Formerly served as a seismic isolation technology consultant for the United Nations Industrial Development Organization (UNESCO), currently serves as an executive director of the International Society for Disaster Reduction (ASSISI), a professor at the School of Civil Engineering, Guangzhou University, and a doctoral supervisor.

Academician Zhou Fulin has made contributions to the establishment of a "seismic isolation, energy dissipation, and seismic control technology system" that is suitable for China's national conditions. In 1993, the first seismic isolation residential building in China was designed and built using laminated rubber bearings. Compared with traditional seismic resistant buildings, the seismic response was reduced by 1/4-1/6 and the cost was saved. Evaluated by the consultant of the United Nations Industrial Development Organization as the "third milestone in the development of seismic isolation technology in the world". Hundreds of seismic isolated buildings have been promoted and applied in China, and some of them have successfully withstood earthquake tests. He has won the first prize of Guangdong Provincial Science and Technology Progress Award, the first prize of Ministry of Construction Science and Technology Progress Award, and the second prize of National Science and Technology Progress Award in 1996.

In 1997, a monograph titled "Seismic Control of Engineering Structures" was published, which systematically discussed seismic isolation, energy dissipation, and seismic control, and published over a hundred papers,

In 2001, the editor in chief of the "Technical Regulations for Seismic Isolation of Layered Rubber Bearings" changed the design method for earthquake prone areas in China from a simple seismic design to a design method that combines seismic resistance and seismic isolation.

Academician Zhou Fulin once led the design of the world's largest building isolation project, which increased the safety of the building by 3-4 times and increased the number of floors and building area, achieving significant social and economic benefits. Build the first railway isolation bridge and the first highway isolation bridge in China. I have presided over the completion of dozens of seismic vibration table tests on large and complex engineering structures for earthquake resistance and damping simulation. He has made important contributions to the establishment of a theoretical system and design calculation methods for seismic isolation, energy dissipation, and seismic control in China, as well as to the promotion of engineering applications.

Zhou Fulin was elected an academician of the CAE Member in 2003. From November 16, 2020 to present, he has served as an independent director of QuakeSafe Technologies Co., Ltd. and the chairman of the strategic committee of the third and fourth board of directors.
